If you never sign in, no cookies are set at all. You can browse, follow links and submit a report without one.
Two strictly necessary first-party cookies: wib_session, set on sign-in, holding a random session id, HttpOnly, SameSite=Lax, Secure in production, expiring after 30 days; and wib_session_google_state, set only during Google sign-in and expiring after 10 minutes.
No analytics, advertising, retargeting or third-party cookies. No tracking pixels, no fingerprinting, and nothing about you in localStorage. That is why there is no consent banner.
